From 1948, stamps of the general (definitive) series below the current letter rate were issued on Unwatermarked paper.

This second price increase caused the previously unchanged 3rd class international mail rate to change from 2d to 3d, necessitating a change of colour to the stamp and effectively replacing the 2d QM.
